The Applicant filed a complaint against the Respondent in
respect of ownership of the land in the Ward Tribunal and lost the case.
Dissatisfied with the decision of the Ward Tribunal, he appealed to the
District Land and Housing Tribunal where the appeal was dismissed. He intended
to file a second appeal in the High Court. Unfortunately, by the time the
applicant sought to make the second appeal he realized that the time within
which to lodge an appeal had already expired, hence, this application. Late
deliverance of copy of the judgment by the Tribunal was stated as the reason
for delay in the timely lodging of the appeal.
